To resolve YES, there must be credible reports that:

1. A CECOT detainee deported from the US was deliberately killed by CECOT personnel
2. There is a lack of credible evidence that the detainee committed serious violence within the prison
3. The CECOT personnel involved in the killing remain in the employ of the prison
