Will Starship be involved in any way? Like launching the actual lander, or providing orbital fuel to another rocket, providing Earth reentry and landing for a return capsule, or doing the whole going to Mars and return. If it's only delivering Starlinks to Mars for comms or something like that, then that doesn't count, unless the comms are specifically for MSR rather than general purpose.
